The world economy is going through a major structural shift, with emerging markets rapidly catching up to advanced economies, says Kemal Dervis of the Brookings Institution.

As the world becomes ever more multipolar and interdependent, multilateral solutions are needed to fight the risks and reap the rewards of integration, Dervis says in Finance & Development magazine.

Good news and bad

The complex interaction of trade, capital, information, and technology is leading to a new global convergence, for better and for worse. The surge in information enhances human lives—improving health, education, and communication. Trade and financial integration have underpinned strong growth and job creation and helped narrow the gap between rich countries and poor.

But, as we have seen from the prolonged global financial crisis, our interconnectedness carries grave risks of contagion as well as benefits. Small economies can bring down large ones, and a disaster in one country has ripple effects around the world. The September 2012 issue of Finance & Development looks at different aspects of interconnectedness, globally and in Asia.

The global village

People now are interconnected at a level never seen before in history, says Kishore Mahbubani, Dean of the National University of Singapore’s Lee Kuan Yew School of Public Policy. Technnology—in the form of mobile phones, the internet, Skype, and computers—is saving lives and connecting lives.

But global supply chains mean that a disruption on the other side of the world can affect what cars one can buy from the dealer down the street. Travelers transmit disease across continents with a single plane ride. And global warming challenges all nations to work together.

Mahbubani says the global village increasingly requires a “new global ethic” to save it—global solutions to big emerging problems such as financial crisis, flu outbreaks, and climate change. He expands on these ideas in his forthcoming book, The Great Convergence: Asia, the West, and the Logic of One World.

The completion of the Sofia metro line is about much more than just getting from point A to point B. It demonstrates that Sofia is a vibrant and modern city, willing to invest in its future competitiveness, in its environment, and in its citizens.

The new metro line will help to modernise Sofia's transportation system, in line with its recent economic and demographic growth, while allowing the city to further fulfil its potential. At the same time, it will reduce pollution and improve the quality of life of thousands of commuters and citizens.

By connecting important historic sites, the new metro line also serves to promote Bulgaria's rich historic and cultural heritage. It serves as a good example of integrated and sustainable public transport, connecting all modes of transport in the city. The planned link to Sofia's International Airport, will allow for a faster connection to the rest of Europe and the world.

Moreover, the metro line is also a fine demonstration of what can be achieved, and what we should aspire to, through the European Union structural and cohesion funds.

Through these funds, the European Union has invested 50% [€476 million] of the total cost of this project. Working side-by-side with the Bulgarian authorities, we have together completed this project that serves to stimulate the economy, make traffic safer and faster, and allow for a more pleasant urban life. This is what we mean when we talk about green, smart and sustainable growth.

This is precisely the added value that should guide the future cohesion policy of the European Union.

ΣΔΟΕ: Κατάσχεση λαθραίων τσιγάρων

Μεγάλη ποσότητα λαθραίων τσιγάρων κατασχέθηκε στις 30/08/2012 στο λιμάνι του Πειραιά από υπαλλήλους  του Τμήματος Δίωξης Ναρκωτικών του Σ.Δ.Ο.Ε. Π.Δ. Αττικής. Συγκεκριμένα,  ύστερα από έρευνα  σε εμπορευματοκιβώτιο,  που έφθασε από την Αίγυπτο στις  21/07/2012, βρέθηκαν και κατασχέθηκαν  11.700.000 τεμάχια τσιγάρα, συσκευασμένα σε 585.000 πακέτα.

Το εμπορευματοκιβώτιο είχε δηλωθεί ότι περιέχει κεραμικά είδη και υφάσματα και ως παραλήπτης εμφανίζεται  ανύπαρκτη εταιρεία με έδρα  στην Λεωφόρο Αθηνών.

Οι διαφυγόντες δασμοί ανέρχονται  στο ποσόν των 1.700.000 ευρώ περίπου.

EurActiv: Füle: Date for talks depends solely on Serbia

Enlargement Commissioner Štefan Füle says the date for launching accession talks between Serbia and the EU depends on whether and when Serbia would meet the criteria set by European Council. BETA, the EurActiv partner agency in Serbia reports.

Füle’s comment came yesterday (30 August) in response to a question about whether the European Parliament rapporteur for Serbia, Jelko Kacin (ALDE, Slovenia), had rightly stated that Belgrade could not obtain a date for the talks before mid next year.

The commissioner spoke following a meeting in Brussels with Suzana Grubješić, the Serbian minister in charge of EU integration.

Kacin said in the Serbian city of Novi Sad on 27 August that Serbia would not get a date for starting the accession talks with the EU by the end of the year, stressing that before the launch of the talks, Serbia must demonstrate results in fighting organised crime and corruption, and in rule of law.

Grubješić pledged that Serbia would do everything in its power to have the talks scheduled as soon as possible, and stressed that Füle has said that the European Commission was committed to assisting Serbia by dispensing "advice and support through close cooperation."

Kosovo remains an issue

The key condition for obtaining a date for talks with the EU, he stressed, is the tangible and steady improvement of relations with Kosovo and implementation of the agreements reached with Pristina in "letter and spirit," which will "enable us to move forward." The 28 February Council Conclusions also provide that Serbia should respect the right of minorities on its territory.

Füle added that he and EU foreign policy chief Catherine Ashton would be meeting Prime Minister Ivica Dačić in Brussels next week to discuss modalities for resuming the Belgrade-Pristina dialogue.

Füle also warned Serbia that it cannot expect to progress towards EU membership unless it revokes a newly-passed law curtailing the independence of its central bank.

"One of those issues that we discussed today was certain elements of the amendment to the law of the central bank, which limits the independence of the central bank and thus goes against the alignment with EU acquis," the commissioner said.

Last week, the International Monetary Fund said it would not negotiate a new loan deal over concerns the government is eating into the independence of the National Bank.

Füle also said that his meeting with Grubješić had touched on Serbia's financial and economic problems, stressing that the EC was ready to allocate some funds from the EU's aid program for countries in the process of gaining membership in the EU, and direct budget support to the Belgrade government to help it overcome its financing problems.

H εν λόγω έκθεση πραγματοποιείται από το 1984 κάθε χρόνο εναλλάξ στην Μελβούρνη και στο Σύδνεϋ και θεωρείται μία από τις μεγαλύτερες εκθέσεις Τροφίμων παγκοσμίως με το σύνολο των εκθετών να υπερβαίνει τους 1.000 και τους εμπορικούς επισκέπτες να ξεπερνούν τις 25.000. Το σύνολο των εκθετών δεν προέρχεται μόνο από τη χώρα της Ωκεανίας αλλά και από κοντινές Ασιατικές χώρες. Η Αυστραλία με συνολικό πληθυσμό 22,3 εκ. κατοίκους εκ των οποίων τα 3,6 εκ. βρίσκονται στην Μελβούρνη και τα 4,1 στο Σύδνευ έχει να παρουσιάσει ιδιαίτερα θετικούς οικονομικούς δείκτες (πληθωρισμό 1,6% και ανεργία 5,1%). Η αύξηση των ελληνικών εξαγωγών ήταν 10,64 % το 2011 έναντι  του 2010 και 85,7% το 1ο τρίμηνο του 2012 έναντι του αντίστοιχου διαστήματος του 2011, με θετικές προοπτικές για το υπόλοιπο του έτους.

Η επίσημη ελληνική συμμετοχή , με το νέο brand του ΟΠΕ «Taste like Greece», που φιλοδοξεί να ενισχύσει και να προβάλει με τον πλέον αποτελεσματικό τρόπο την ταυτότητα των ελληνικών τροφίμων και ποτών σε παγκόσμιο επίπεδο, καλύπτει  συνολικά 108 τ.μ., όπου θα παρουσιάσουν τα προϊόντα τους 12 Ελληνικές  επιχειρήσεις, με προϊόντα όπως ελαιόλαδο, ελιές, γιαούρτι, τυροκομικά, ούζο, κρασί, τσίπουρο, χαλβάς, αρτοποιήματα, κονσερβοποιημένα φρούτα, παγωμένο γιαούρτι κ.α.

Η ελληνική ομογενειακή βάση έχει παίξει σημαντικό ρόλο στη διάδοση της ελληνικής γαστρονομίας και των ελληνικών προϊόντων στην Αυστραλία. Τα ελληνικά προϊόντα είναι αποδεκτά για την υψηλή τους ποιότητα και η συγκεκριμένη παρουσία στο εν λόγω εκθεσιακό γεγονός, θα τα αναδείξει περισσότερο, θα ενισχύσει τις ελληνικές εξαγωγές και παράλληλα θα επιβεβαιώσει τη στροφή της ελληνικής παραγωγής σε νέα διατροφικά προϊόντα με άριστη συσκευασία και κοντά στη σύγχρονη καταναλωτική συνείδηση.
Σ’ αυτή τη δύσκολη συγκυρία και μετά από χρόνια, ο ΟΠΕ με την παρουσία των ελληνικών επιχειρηματιών προσπαθεί να δώσει την εικόνα μιας άλλης Ελλάδας. Της Ελλάδας των εξαγωγών, των ανθρώπων που κάνουν πράξη ότι σχεδιάζουν.

EurActiv: Special November summit to focus on long-term EU budget

An extraordinary summit of EU heads of state and governments in November will focus on the European Union budget for 2014-2020, it emerged following a meeting of European Affairs ministers held in Nicosia yesterday (30 August).

Meeting in the Cypriot capital, the ministers held informal talks with leading lawmakers in order to smooth the decision process with the European Parliament, which is co-legislator on budgetary matters.

Also present were European Commission Vice-President Maroš Šefčovič, responsible for inter-institutional relations, and Commissioner Janusz Lewandowski, in charge of financial programming and budget at the EU executive.

“This is a watershed moment for the negotiations,” said Andreas D. Mavroyiannis, the Cypriot deputy minister for EU Affairs who chaired the meeting.

Mavroyiannis reported on the bilateral consultations which Cyprus has held with the remaining 26 EU members and Croatia, which is expected to join on 1 July 2013, collecting their “wish lists” for the next long-term budget, called Multiannual Financial Framework (MFF) in EU jargon.

“There is general agreement that the future MFF must contribute to growth, investment and jobs. Views also largely converge on the need to ensure a true quality of spending, the simplification of instruments and a sufficient degree of flexibility in a number of areas,” says a paper published on the Cypriot EU presidency website.

At the same time, the document recognises that “contradictory views” were expressed on many key issues.

“This applies in particular to the overall level of the MFF for 2014-2020," The paper states. "A number of delegations expressed the view that the EU budget should better reflect the fiscal consolidation efforts undertaken by member states at the national level and therefore requested a substantial reduction in the overall MFF in relation to the amount proposed by the Commission."

"A group of delegations, on the contrary, underlined the need for adequate financing of the Union’s policies and supported the overall amount proposed by the Commission and some an even higher amount. Furthermore, there were divergent views among member states as regards the composition of the MFF and in the event that cuts were to be made, opinions varied among delegations as to how much each heading/policy should be affected.” the Cypriot document says.

In addition to the overall level of expenditure, the Cypriot presidency said EU countries were divided on Cohesion Policy, the Common Agricultural Policy, access to the Horizon 2020 programme for science and research, the Connecting Europe facility on building infrastructure, and other policy areas.

Views also differ on the revenue side of the budget, with France taking the lead in supporting the Commission’s proposal for new "own resources", such as taxes on financial transactions. Germany, on the other hand, insists that the present system of own resources should be kept and even reduced, with national contributions remaining the biggest share of the EU budget.

A smaller budget

One of the important conclusions of the Cypriot presidency appears to be – despite the Commission proposals (see background) – that the budget should be smaller.

“The bilaterals have confirmed that an agreement cannot be found at the overall level proposed by the Commission in its proposals, as updated on 6 July 2012. The Presidency recognises that it is, therefore, inevitable that the total level of expenditure proposed by the Commission, including all elements inside and outside of the MFF, will have to be adjusted downwards,” the presidency document stated.

As to the different EU budget categories, the Cypriot presidency considers that readjustments and reductions are needed, including for programmes contributing for the fulfilment of the Europe 2020 strategy. On cohesion policy a “growing consensus” is noted for “downward adjustment”, while on agricultural policy “sharply opposite preferences” of member countries are indicated.

EurActiv has learned that Germany has tabled a document calling for “better spending” of EU funds, providing for strict discipline and reporting, as well as for a substantial increase of “own funding” by member countries of projects receiving EU support.

Germany also foresees a strong conditionality on the release of EU funds with the country’s conformity with the requirements on economic governance, as well as with effective fight against corruption, tax evasion and money laundering.

The next step for the Cypriot presidency will be to present a revised version of the so-called negotiating box, including ranges of figures, some numbers to be communicated already in September. The previous Danish presidency left a negotiating box of some 50 pages, as a non-binding document of an “evolving character”. It contains the main categories and sub-categories for budget expenditure, but as to the expenditure in each of the fields, it has only “X” signs.

EurActiv: Brussels wants all eurozone banks under ECB watch

The European Commission plans to give the European Central Bank (ECB) oversight of all banks in the eurozone from 2014, said Michel Barnier, in charge of the internal market at the EU executive.

Under the plans, the ECB will oversee all banks that have tapped the European Stability Mechanism from January next year, Barnier told German newspaper Sueddeutsche Zeitung.

All banks relevant to the financial system would be covered from July and all remaining banks from 2014, Barnier further told the paper in an interview.

Countries outside the eurozone can subject their banks to the oversight of the ECB voluntarily, said the commissioner.

Austria supportive, Germany reserved

The plans are in line with demands from the Austrian financial regulator, who said on Thursday (30 August) that the ECB should take charge not only of banks considered vital for the banking system.

But Germany believes the proposal would go too far and that only larger, so-called systemic banks should be covered. Wolfgang Schäuble, German finance minister, wrote in the Financial Times that giving the ECB power over only large banks is "common sense" as it would be impossible for it to oversee all of them.

Barnier disagrees, telling the Suddeutsche that Dexia, Northern Rock and Bankia would not have fallen under a large-bank regime.

The geographical scope and the size of banks covered are key issues to be considered in the blueprint for a European banking union, which Barnier is due to submit in September (>> Read EurActiv's complete coverage on banking union).

Eurozone leaders agreed in June to set up a single banking supervisor for Europe centred around the ECB, a plan they hope will help break the "vicious" link between the eurozone's debt crisis and struggling banks. They said a blueprint was urgently required for banking integration (>> Read full statement).

Details have yet to be agreed about how the ECB will work with local regulators in individual countries and with the existing European Banking Authority, the pan-EU watchdog.

The European Commission will present a detailed proposal on 12 September for that supervisor.

ΤΕΡΝΑ ΕΝΕΡΓΕΙΑΚΗ: Αποτελέσματα Α΄ εξαμήνου του 2012 Σημαντική αύξηση της εγκατεστημένης ισχύος κατά 138 MW?

Σύμφωνα με τις οικονομικές καταστάσεις της 30/06/2012, καταρτισμένες με βάση τα Διεθνή Πρότυπα Χρηματοοικονομικής Αναφοράς, τα αποτελέσματα α’ εξαμήνου του 2012 της ΤΕΡΝΑ ΕΝΕΡΓΕΙΑΚΗ ΑΒΕΤΕ διαμορφώνονται ως εξής:

Οι ενοποιημένες πωλήσεις ανήλθαν σε 55,2 εκατ. ευρώ, έναντι 27,9 εκατ. ευρώ το α’ εξάμηνο του 2011, αυξημένες κατά 97,8% κυρίως λόγω της αύξησης των εσόδων από την ενεργειακή δραστηριότητα της Εταιρείας, συνεπεία της μεγαλύτερης εγκατεστημένης ισχύος, σε σχέση με την προηγούμενη χρονιά, στην Ελλάδα και το εξωτερικό.

Τα έσοδα από τον τομέα της ενέργειας ανήλθαν σε 38,2 εκατ. ευρώ έναντι 20,0 εκατ. ευρώ το α’ εξάμηνο του 2011, αυξημένα κατά 91,2%.

Οι πωλήσεις του κατασκευαστικού τομέα της Εταιρείας προς τρίτους διαμορφώθηκαν στα 17 εκατ. ευρώ έναντι 7,9 εκατ. ευρώ το αντίστοιχο διάστημα του 2011, αυξημένες κατά 114,5%.

Η συνολική λειτουργική κερδοφορία προ αποσβέσεων, τόκων, φόρων και επενδυτικών αποτελεσμάτων (EBITDA) ανήλθε σε 27 εκατ. ευρώ, έναντι 13,3 εκατ. ευρώ το περυσινό διάστημα, αυξημένη κατά 103,6%. Τα συνολικά λειτουργικά κέρδη προ φόρων και τόκων (ΕΒΙΤ) διαμορφώθηκαν σε 17,8 εκατ. ευρώ έναντι 9,2 εκατ. ευρώ αυξημένα κατά 92,7%. Αντίστοιχα, τα κέρδη προ φόρων διαμορφώθηκαν στα 11,5 εκατ. ευρώ έναντι 10,1 εκατ. ευρώ το α’ εξάμηνο του 2011, αυξημένα κατά 13,8%. Τα καθαρά κέρδη μετά από τα δικαιώματα μειοψηφίας, διαμορφώθηκαν στα 7,9 εκατ. ευρώ, έναντι 7,0 εκατ. ευρώ το περυσινό διάστημα, αυξημένα κατά 13,4%.

Οι επενδύσεις του Ομίλου το α’ εξάμηνο του 2012 ανήλθαν σε 139,5 εκατ. ευρώ, καθώς το επενδυτικό πρόγραμμα συνεχίζεται.

Οι ταμειακές ροές από λειτουργικές δραστηριότητες προ μεταβολών του κεφαλαίου κίνησης ανήλθαν σε 27,1 εκατ. ευρώ έναντι 13,2 εκατ. ευρώ την προηγούμενη περίοδο, ενώ η καθαρή δανειακή θέση του Ομίλου (ταμειακά διαθέσιμα μείον τραπεζικός δανεισμός) διαμορφώθηκε στα 271,6 εκατ. ευρώ.
Η συνολική εγκατεστημένη ισχύς του Ομίλου ανέρχεται σε 488 MW, καθώς πρόσφατα ολοκληρώθηκε η εγκατάσταση ενός μεγάλου αιολικού πάρκου της Εταιρείας στην Αμερική, συνολικής ισχύος 138 MW. Ταυτόχρονα, ο Όμιλος διαθέτει υπό κατασκευή ή έτοιμες προς κατασκευή εγκαταστάσεις ΑΠΕ ισχύος 253 MW, στην Ελλάδα και στο εξωτερικό. Συνολικά, η Εταιρεία λειτουργεί, κατασκευάζει ή έχει πλήρως αδειοδοτήσει 741 MW εγκαταστάσεων ΑΠΕ, στην Ευρώπη και την Αμερική.

Consolidated sales amounted to 55.2 mil euro compared to 27.9 mil euro during the 1st half of 2011, posting a 97.8% increase mainly due to the increase of income from the Company’s energy activities as a result of the larger installed capacity compared to the previous year, in Greece and abroad...
