ΠΟΙΟΣ ΠΑΙΖΕΙ ΜΕ ΤΟΝ ΕΛΛΗΝΙΚΟ ΣΤΡΑΤΟ;

Πραξικόπημα το 2008, πραξικόπημα το 2011, την ίδια ώρα περιέργως που τα ονόματα όλων ανελλιπώς των Υπουργών Άμυνας, διαδόχων του κ.Τζοχατζόπουλου μέχρι το 2009, φιγουράρουν στις λίστες ελέγχου του ΣΔΟΕ.  Φυσικά όλοι εμείς οι Έλληνες φορολογούμενοι ευχόμαστε την αθωότητα των παραπάνω πρώην ΥΕΘΑ, αλλά δυστυχώς είναι γεγονός ότι είναι πολλές οι εξοπλιστικές υποθέσεις που όζουν. Η κοινή λογική καταδεικνύει ότι τα μη πολιτικά ονόματα, με τα δεκάδες εκατομμύρια ευρώ που ακούσαμε τελευταία, δεν μπορεί παρά να είναι απλοί «αχυράνθρωποι». Περιμένοντας λοιπόν τα πορίσματα των δικαστικών και μη αρχών κάποιοι φαίνεται να βρήκανε τη χρυσή ευκαιρία να στείλουν για μία ακόμη φορά την μπάλα στην κερκίδα. Μόνο που δυστυχώς για την Ελλάδα επέλεξαν τον Ελληνικό Στρατό για να υφάνουν σενάρια φαντασίας, που ασφαλώς «πουλάνε» στην κοινή γνώμη. Εξάλλου δεν υπάρχει άνθρωπος που να αδιαφορεί στην πρόκληση του αισθήματος της ασφάλειας, αυτού και της οικογενείας του. Έτσι, δεν έφθανε που τελευταία ο Ελληνικός Στρατός έζησε τον αυτοεξευτελισμό του μέσα από ένστολους, που εν απουσία των πεδίων των μαχών, ζήλεψαν την δόξα συνδικαλιστών της ΔΕΗ και άλλων ένδοξων ανταρτών του Κράτους, τώρα πρέπει ο ελληνικός στρατός να γίνει και παιχνίδι του «βαθέος» κράτους της Ελλάδας, που αρνείται πεισματικά να παραδώσει τα κλειδιά του θησαυροφυλακίου των μιζών, όσο και αν το παιδί φωνάζει στον πατέρα για το καλό του εγγονού. Ενός εγγονού που αν συνεχίσουμε και άλλο έτσι σαν λαός δεν θα έχει άλλη επιλογή από το να πάρει τη γενιά του και να μας αποχαιρετίσει ντροπιασμένο…

Υπουργικές αποφάσεις για υλοποίηση μεγάλων έργων

Στο πλαίσιο της πρωτοβουλίας, που ανακοίνωσε στις 7 Σεπτεμβρίου, για την άμεση επανεξέταση των μεγάλων έργων (άνω των 50 εκ. Ευρώ) του Αναπτυξιακού Νόμου που είχαν καθυστερήσει σημαντικά, ο Υφυπουργός Ανάπτυξης, Ανταγωνιστικότητας, Υποδομών, Μεταφορών και Δικτύων Νότης Μηταράκης, υπέγραψε τις σχετικές αποφάσεις ένταξης τριών έργων που θα σταλούν για έγκριση από τη Βουλή.
Συγκεκριμένα, οι υπουργικές αποφάσεις αφορούν:

1.Την υπαγωγή στις διατάξεις του Ν.3299/2004 της υπό σύσταση επιχείρησης «KAVALA FLOAT GLASS A.E.» για την ίδρυση μονάδας κατασκευής υαλοπινάκων στη ΒΙ.ΠΕ. Καβάλας συνολικού προϋπολογισμού 97,5 εκ. Ευρώ. Το ύψος της επιχορήγησης ανέρχεται στα 29,25 εκ Ευρώ.

2.Την υπαγωγή στις διατάξεις του Ν.3299/2004 της επιχείρησης «ΑΝΩΝΥΜΗ ΤΟΥΡΙΣΤΙΚΗ ΕΤΑΙΡΕΙΑ ΗΛΙΟΣ ΑΕ» για την ίδρυση συνεδριακού κέντρου, εκσυγχρονισμό ξενοδοχειακών εγκαταστάσεων, επέκταση ξενοδοχειακών εγκαταστάσεων των Μονάδων ELOUNDA BAY PALACE & ELOUNDA BEACH κλπ, συνολικού προϋπολογισμού 50,45 εκ. Ευρώ. Το ύψος της επιχορήγησης ανέρχεται στα 15,067 εκ Ευρώ.

3.Την υπαγωγή στις διατάξεις του Ν.3299/2004 της επιχείρησης «ΑΥΤΟΚΙΝΗΤΟΔΡΟΜΙΟ ΠΑΤΡΑΣ ΑΝΩΝΥΜΟΣ ΕΤΑΙΡΕΙΑ» που αφορά στην ίδρυση αυτοκινητοδρομίου στην περιοχή Χαλανδρίτσα, του Δήμου Φαρρών, του Νομού Αχαΐας, συνολικού προϋπολογισμού 94,6 εκ. Ευρώ. Το ύψος της επιχορήγησης ανέρχεται σε 28,92 εκ. Ευρώ.

Από την υλοποίηση των συγκεκριμένων επενδυτικών σχεδίων, αναμένεται να δημιουργηθούν περισσότερες από 800 νέες θέσεις εργασίας.

Επίσης οι αρμόδιες υπηρεσίες του Υπουργείου επανεξετάζουν, τέσσερα (4) μεγάλα επενδυτικά σχέδια στον τομέα του τουρισμού και αξιολογούν ένα μεγάλο επενδυτικό σχέδιο στον κλάδο των Α.Π.Ε. για την κατασκευή Αιολικού Πάρκου.

Το Υπουργείο Ανάπτυξης, Ανταγωνιστικότητας, Υποδομών, Μεταφορών και Δικτύων είναι αποφασισμένο να στηρίξει έμπρακτα όλα τα έργα που μπορούν να συμβάλλουν αποφασιστικά στην κατεύθυνση της επανεκκίνησης της οικονομίας και την τόνωση της απασχόλησης.

Former Chancellor Helmut Kohl, who reunified Germany and pushed the country into the euro, urged Europe to press ahead with closer integration despite a crisis of the single currency, saying the continent must never again descend into conflict.

In a rare public appearance to mark 30 years since he became chancellor, Kohl was celebrated by party allies, an array of former presidents and prime ministers, as well as Angela Merkel, a former protégé with whom he has had a frosty relationship since she turned on him over a decade ago.

Frail since a fall in 2008 put him in the hospital for months, the 82-year old Kohl has remained largely silent through three years of euro turmoil, but on the occasions he has spoken out, he has voiced doubts about Merkel's handling of the crisis.

"Europe can never sink into war again," he told an audience at the German Historical Museum in Berlin. "We need to press ahead with the unification of Europe. Let's make good use of the time we have."

Before Kohl spoke, Merkel addressed the crowd, praising her former mentor's record but also defending her own approach to the crisis.

Merkel has demanded that struggling southern euro states introduce painful reforms in exchange for aid and talked tough with problem-countries like Greece. She has resisted pressure for "miracle solutions" like common euro zone bonds.

"The introduction of the euro was about stability and we feel an obligation here," she said. "We can't solve this crisis in one fell swoop. We need to take a considered approach."

Kohl was one of the towering European leaders of the second half of the 20th century. At the event on Thursday, he was praised in taped video tributes by former U.S. President George H.W. Bush, Britain's John Major, France's Edouard Balladur and Israel's Shimon Peres.

Yet his legacy has been recast, revised and redrawn many times over the past decades and its final chapter has probably not been written.

Reunification and the euro

In Germany and abroad, he is celebrated as the father of German reunification, though his promise of "flourishing landscapes" in the east failed to materialise.

Kohl's other landmark achievement, pushing through the euro together with French President Francois Mitterrand, was hailed as a huge success in the currency's first decade. But it looks less glorious after three years of crisis that have raised the prospect of a catastrophic euro breakup.

Some in Germany now blame Kohl for pressing ahead with the euro without insisting on closer political and fiscal integration as a condition – a decision that Merkel has denounced publicly as an epic mistake.

Kohl's defenders point out that it was his successor as chancellor, Gerhard Schroeder, who allowed Greece into the bloc and watered down EU budget rules.

Another black mark on Kohl's record is the party funding scandal that soured his relationship with Merkel, whom he'd plucked from obscurity after the Berlin Wall fell and brought into his cabinet.

It was Merkel who engineered her party's break from Kohl, urging the Christian Democratic Union (CDU) to move on "without its old war horse" when the scandal erupted.

But enough time has now passed for both to have recognised the benefits of a rapprochement.

"This is an attempt at reconciliation," Gerd Langguth, a professor at Bonn University said of Thursday's event. "Both sides realise it is time for Kohl to return to the bosom of the party."

Merkel may also hope that bringing him back into the fold will help unify the CDU in the run-up to an election next year in which she will fight for a third term. Some believe the event may be the start of a rebranding of Merkel as a "great European" in the tradition of Kohl and Konrad Adenauer.

"So far, Merkel hasn't told the right story to the German people," a former minister in Kohl's cabinet who attended Thursday's event told Reuters on condition of anonymity.

"Her message has been that Germany is right and others in Europe must become like us. This will never happen. We cannot Germanise Europe. Kohl understands this. We can only hope this event is a sign that Merkel is beginning to realise that too."

EurActiv: Trade 'reciprocity' is key battlefield for European industry

SPECIAL REPORT / EU plans to introduce new trade reciprocity rules that could block foreign companies from European contracts will prove a key battleground as member states prepare to debate a new industrial policy initiative next month.

A European Commission communication on industrial policy, to be unveiled on 10 October, appears to harden language towards the EU's foreign trading partners.

The policy paper, seen by EurActiv, refers to the “disturbing tendency to resort to protectionist measures and discriminatory practices” amongst competing trading nations, and singles out Brazil, Russia, India and China (the so-called BRICs).

It says that the Commission will continue to push for a trade agenda “in a spirit of reciprocity and mutual benefit as well as a comprehensive enforcement agenda”.

The reference to reciprocity will re-ignite an ongoing debate about the future direction of Europe’s trade policy.

In March, the EU executive tabled a public procurement initiative that proposed blocking non-EU companies from bidding for government contracts if their home countries do not grant the same access to their own public procurement markets.

The exact details of that proposal – and its translation into law – still need to be refined as the initiative is debated through the European Parliament and the EU Council of Ministers from next month, but they are likely to be heated.

Debate is ideological and practical

“The debate is both ideological and practical. On the ideological side there is the question of whether countries which do not themselves apply open and free trade rules should then be enabled to trade freely with Europe,” according to Sean McGuire, a spokesman for the Confederation of British Industry in Brussels.

The UK does not favour the ideological view, however, as McGuire explains. “The more practical point of view is that that is just the way the world is, and if Europe attempts to impose protectionist measures on the BRICs, then it will retreat into internal debate, close down markets, and provoke retaliatory measures from countries such as China, which would not be in our interests.”

France, by contrast, is the flag-carrier for those countries wishing to tighten trade policy to insist on reciprocal rights from third countries.

“It is unacceptable that Europe's public markets should be open to [third] countries when they don't benefit from an equivalent access,” France's trade minister, Nicole Bricq, said after meeting Trade Commissioner Karel de Gucht and Internal Market Commissioner Michel Barnier in Brussels on 3 September.

Bricq said that if progress is not made on reciprocity, France will impose conditions on the European free trade agreements currently under negotiation with Canada and Japan, and the US.

Reciprocity debate reflects tariff question

Lack of reciprocity rules represent a bugbear for French industry, which blames the current difficulties of automaker Peugeot and other industrial flagships on "unfair competition".

In a position paper sent to the European Commission, the Cercle de l’Industrie – which represents CEOs of all major listed French industrial groups – recommended that the reciprocity initiative on third-country access to the EU’s public procurement market should be adopted “as soon as possible”.

“The EU should extend the debate on the concept of reciprocity to other areas (e.g. environmental or social norms), although it deserves to be handled with care and pragmatism,” the paper added.

France’s position on trade echoes recent moves to re-open a debate on the introduction of carbon tariffs on non-EU companies.

“We must demand reciprocity,” Arnaud Montebourg, the French minister for "industrial revival” said during his first interview in May, pledging simultaneously to revive plans for a carbon tariff at the EU's borders.

"This is an external tax," he explained when asked whether this would mean imposing tariffs on products imported from China, where industries are not subject to CO2 emission limits.

Με αφορμή το video που μου έστειλε ο Κυριάκος Μητσοτάκης, θέλω να επισημάνω σήμερα  δυο τρία πράγματα που θεωρώ πολύ βασικά σχετικά με τη δημόσια διοίκηση.  Πρώτα απ’ όλα,  πρέπει να τελειώσει οριστικά η εποχή της ατιμωρησίας.  Για χρόνια,  κάθε επίορκος δημόσιος υπάλληλος μπορούσε να κάνει ό,τι θέλει χωρίς το φόβο πως θα κληθεί να δώσει εξηγήσεις.  Απαλλαγμένος λοιπόν από κάθε άγχος τιμωρίας,  ανάλωνε όλο το χρόνο  του στο να σκαρφίζεται πως θα κάνει τη γραφειοκρατία περισσότερη,  την υπογραφή του όλο και πιο ακριβή και τον τραπεζικό του λογαριασμό όλο και μεγαλύτερο. 

Από τα νεκροταφεία μέχρι τις εφορίες και από τις πολεοδομίες μέχρι τα πάσης φύσεως γραφεία προμηθειών,  στήθηκε με έναν μακιαβελικό τρόπο το δίχτυ της παρανομίας και της διαφθοράς, έχοντας την απόλυτη κάλυψη του πολιτικού συστήματος. Από το «γρηγορόσημο» για την προώθηση μιας απλής αίτησης μέχρι τις χοντρές μίζες για τις προμήθειες του δημοσίου, το «πάρτι» δεν είχε τέλος. Άλλωστε ποιον να φοβηθούν; Τον πολιτικό προϊστάμενο τους; Θα τιμωρούσε ποτέ «τα δικά του παιδιά»;

Αυτό λοιπόν που επείγει σήμερα είναι να αυστηροποιηθεί όλη η νομοθεσία που αφορά τη λειτουργία του δημοσίου υπαλλήλου. Οι αυστηρές προβλέψεις που ισχύουν για το ξέπλυμα μαύρου χρήματος πρέπει να βρουν εφαρμογή και στο δημόσιο. Επίσης πρέπει να τελειώνουμε με τις κωμωδίες των Ένορκων Διοικητικών Εξετάσεων (ΕΔΕ). Εννιά στις δέκα περιπτώσεις βγαίνουν όλοι λάδι κατά το γνωστό «κόρακας κοράκου μάτι δεν βγάζει». Οι ΕΔΕ εξυπηρετούν μόνον την συγκάλυψη και δημιουργούν το άλλοθι για τον πολιτικό προϊστάμενο να ισχυριστεί πως κάτι έκανε, και καλά «διέταξε ΕΔΕ». Τι μας λες!

Επιπλέον,  μέχρι σήμερα όποιος υπάλληλος ελέγχεται παραμένει στη θέση του και ο μισθός «τρέχει». Αυτό είναι απαράδεκτο.  Υπάλληλος που ελέγχεται για οικονομικό παράπτωμα πρέπει αυτόματα να παύεται από τη θέση του και η υπόθεσή του να πηγαίνει αμέσως στον εισαγγελέα και πουθενά αλλού.  Αν καταδικαστεί από τη δικαιοσύνη,  η απόλυσή του πρέπει να είναι οριστική. Αν αθωωθεί από τη δικαιοσύνη,  μόνον τότε να επιστρέφει στη θέση του και να παίρνει αναδρομικά τους μισθούς του.

Αλλά για να αποκτήσουμε σοβαρή δημόσια διοίκηση δεν φτάνουν μόνον τα κατασταλτικά μέτρα και οι τιμωρίες. Αυτό που διεθνώς αποκαλείται “public administration” μπορεί να υπηρετηθεί αποτελεσματικά μόνο από ανθρώπους με γνώσεις, προσόντα ,και ικανότητες. Οι οποίοι πρέπει να έχουν κίνητρα και όχι μισθούς των 700 ευρώ.

Για να συμβεί όμως αυτό πρέπει σε κάθε πέντε υπαλλήλους που εργάζονται αυτή τη στιγμή στο δημόσιο, οι τέσσερις να φύγουν και να μείνει ένας. Αυτή είναι η αλήθεια. Δεν μπορεί η Νομαρχία Ιωαννίνων να έχει 3000 υπαλλήλους και ο Δήμος του Σικάγου 300. Κάτι έχει πάει στραβά. Η απάντηση λοιπόν δεν μπορεί παρά να είναι πολύ λιγότεροι υπάλληλοι αλλά πολύ καλύτερα αμειβόμενοι υπάλληλοι.

Με το να έχει γίνει το δημόσιο ένα απέραντο οικοτροφείο για ανίκανους και τεμπέληδες δεν μπορεί να επιτελέσει στοιχειωδώς τη λειτουργία του. Πως νομίζετε στήθηκαν δεκάδες «πασοκομάγαζα» ως εταιρείες συμβούλων του δημοσίου για να κάνουν πανάκριβες μελέτες, τις οποίες θα μπορούσε να κάνει ένας καλά αμειβόμενος και ικανός δημόσιος υπάλληλος;  Για αυτό και το μόνο που παράγει το δημόσιο είναι μελέτες. Ούτε λύση είναι όμως όλες οι λειτουργίες του δημοσίου να “γίνονται outsourcing”, όπως είναι η αγαπημένη έκφραση των νεοδημοκρατών.

Πάνω σε αυτή τη βάση τιμωρίας/ανταμοιβής υπάρχει μια ελπίδα να έχουμε ένα καλύτερο δημόσιο σε είκοσι χρόνια. Γιατί μη γελιέστε… Όσοι είναι υπάλληλοι σήμερα έχουν μολυνθεί από τον Μακιαβελισμό και δεν υπάρχει η παραμικρή ελπίδα να αλλάξουν νοοτροπία και λειτουργία.  Για αυτό και το νέο δημόσιο πρέπει να χτίζεται για τα επόμενα είκοσι χρόνια παράλληλα με το υφιστάμενο, αλλά χωρίς να έρχονται σε επαφή. Και όσο οικοδομείται το νέο,  να κατεδαφίζεται το παλιό.

ΥΓ: Ο δημόσιος υπάλληλος υπήρξε ο «Ηγεμόνας» αυτού του τόπου για 30 και πλέον χρόνια. Ανταλλάσοντας την ψήφο του με την καρέκλα του οδηγηθήκαμε σε μια πολύ ακριβή και σπάταλη δημοκρατία. Αν ως κοινωνία αποφασίσουμε πως δεν ψάχνουμε καρέκλες αλλά ευκαιρίες, θα έχουμε σίγουρα την ευκαιρία να φτιάξουμε μια καλύτερη δημόσια διοίκηση αλλά και μια καλύτερη δημοκρατία. Ο δημόσιος υπάλληλος πρέπει να ξαναγίνει η κορωνίδα της δημόσιας ζωής, διότι τώρα δεν είναι.

ΣΥΝΑΝΤΗΣΗ ΥΠΑΝΥΠ Κ. ΧΑΤΖΗΔΑΚΗ ΜΕ ΤΟΝ ΠΡΕΣΒΗ ΤΟΥ ΚΑΝΑΔΑ R. PECK.

Με τον Πρέσβη του Καναδά στην Ελλάδα Robert Peck συναντήθηκε σήμερα ο Υπουργός Ανάπτυξης, Ανταγωνιστικότητας, Υποδομών, Μεταφορών και Δικτύων Κωστής Χατζηδάκης. 

Ο κ. Χατζηδάκης διαβεβαίωσε τον Καναδό Πρέσβη ότι θα προωθηθεί ταχύτατα η σχετική νομοθετική πρωτοβουλία της κυβέρνησης για τα υδατοδρόμια ενώ ο κ. Peck επανέλαβε το ισχυρό ενδιαφέρον της καναδικής επιχείρησης, Eldorado Gold Corp για τα μεταλλεία χρυσού στην Ελλάδα.
